NEW REPORT: 22 CA Billionaires Spent Over $227 Million Fighting Prop 40 While Their Wealth Grew Nearly 65%
Ahead of the November 3, 2026 election, when California voters will vote on Proposition 40, a new report released today by Institute for Policy Studies and Tax the Ultra-Rich Now (TURN) reveals that 22 California billionaires have poured at least $227 million into defeating the initiative—even as their fortunes grew by nearly 65 percent over the last 20 months.
California billionaires opposing Prop. 40 saw their wealth soar, report says
California billionaires saw their net worth rise roughly 25%, or $432 billion, in less than two years, according to a new analysis by progressive groups backing the Proposition 40 billionaire wealth tax. The gains were especially pronounced for 22 California billionaires who’ve publicly opposed the one-time, 5% wealth tax; they saw their net worth rise nearly 65%, or $280 billion, in the 20 months leading up to Sept. 1, according to the report from Institute for Policy Studies and Tax the Ultra-Rich Now.
A slight majority — 52 percent — of voters support Proposition 40, which would impose a one-time, 5% tax on billionaires’ assets, according to the Public Policy Institute of California survey. But that is a fragile lead as opponents prepare to spend tens of millions of dollars on an ad blitz.

The committee, Tax the Ultra-Rich Now, organized and seeded with an initial $250,000 from Alan Davis, the director of WhyNot initiative and chaired by Igor Volsky, the campaign director of Tax the Greedy Billionaires, plans to make that case to voters via a statewide bus tour kicking off early next month. “This is about something a lot larger than revenue,” Volsky said. “This is about who controls the future.”
